do you have access to a Playstation 2? that console outputs all 60hz games in ntsc color unless hacked otherwise. including pal releases.

PS2's do not output PAL region games in 60hz unless the game has the option to do so.

Like most things, we can view that both ways. No unhacked PS2 outputs PAL60 in any game.
