I've never soldered before and would rather not, Sega style said I could send it in for replacement now. I'm pretty sure the chip came loose in shipping because my symptoms fit something I read on a different post here.

If the chip was knocked loose, as long as it wasn't TOO loose (which I doubt), it's as simple as reseating it back in its slot. No soldering needed
