Who built this?
and
Will they build me one?

If I do ever get into Superguns/Arcade collecting, I want a professional looking one like this, not a hack job I made myself, and really... replace Saturn connections with NG ones (I don't have many Saturn controllers) and this would be basically exactly what I want, at a fairly reasonable price.

Reason for the SAT pads is they are cheaper encoders and most people can find saturn pads cheaper than neo pads. Also, most neo pads are limited to 4 buttons, however, some arcade games are 5 and 6 button.
