I need Mods and admins for my forum website .

It might make sense to start your forum small. Just have one or two categories until you start to gain some members - there doesn't seem to be enough discussion to warrant having separate forums for things like Neo Geo, TurboGrafx, Sega, etc.

Do you really need a team of moderators and admins before having members at the forum?
I'd suggest moderating by yourself until you start to get visitors and then recruit a mod-team from your userbase as needed.

This. Right now you're requiting people to moderate yourself. Until you have like 100 members, I'm sure you can handle it yourself.

Edit 1: One of my rules are if you post anything outside of computers, video games, and dvd of that area. Those people have to pay me 10.00 a month to use my web space . If they don't they be facing to be banned forever .
