I really wouldn't bother with the CD32, next to zero games available and the controller is awful. Amiga 1200 is the way to go, it can be upgraded as and when you are ready, plus it will run pretty much everything. You can even go down the route of installing a HD at a later date which is very easy to do. The A1200 will also play all the CD32 games if you have a CD unit or HD to run the files from.

Not unless you count the many compilation discs that are floating around. A CD32 isn't too bad for gaming when you take those into account, but if you really want to get into the Amiga scene I'd recommend picking up an A1200 or A600. Yeah but those aren't CD32 games, just compilation disks packed full of standard Amiga games. I know I've owned several, a load of the games are often unplayable without a keyboard too.

If you have the opportunity to get both, just get the 1200 by itself as it's less of a pain to get working than the CD32.
