Sega CD or 32X games which had better?

Definitely the Sega Cd, and here's why:

Lunar: Silver Star
Lunar: Eternal Blue (both of these are top-notch RPGS)
Snatcher (a really engrossing, albeit somewhat short, Blade Runner-esque game)
Popful Mail (quirky platformer)
Shining Force CD (if you like the series, this is a must play)
Final Fight CD
Sonic CD (possibly the best Sonic game ever made)

These are just my personal SCD favorites, but they're probably considered the best anyhow. As mentioned above, many are quite expensive, especially Snatcher and the Lunar games.

While I agree that the Sega Cd is the better addition, there are a few caveats:
  • The many great games are outnumbered by the overwhelming number of crummy games. On the other hand, you can say that about many consoles.
  • Many of the best games for Sega Cd are enhanced ports of games for Genesis with better music ie: Ecco the Dolphin, Mickey Mania, Earthworm Jim
  • Full-motion-video was a popular gimmick at the time. It works in some games, but most often fall flat
  • There's no piracy protection for the Sega CD, but that doesn't necessarily mean that it's easy to burn a game to CD. This is a bit more complicated than burning an audio CD. Look for a tutorial on how to burn a Sega CD game.
If you keep these caveats in mind before you buy, you can have a great experience with your Sega CD.

Actually there's a few 32X games worth noting, like Knuckles Chaotix and Star Wars Arcade. There's some ... interesting exclusives, like the hummingbird shooter Kolibri. And Shadow Squadron has some charm to it.

Sega CD of course has a few games of note, there's all those Working Designs games (Lunar, Lunar 2, Vay, Popful Mail, etc), and stuff like Android Assault, Lords of Thunder, and Silpheed. Not to mention Sonic CD, and the many very enhanced Genesis redux games.

It probably would have had a better shot if Sega didn't market it purely by those awful FMV games.

Sega CD, easily. The 32X didn't even have many games made for it.

This is exactly what Shadow the Hedgehog suffers from. I still manage to beat many levels in 0-2 minutes though. You have to actually be good at Sonic games to get by fast in Sonic CD unlike Sonic 2, which is a walk in the part for just about anyone. The first game is still the hardest.

Except for the emeralds. Some of those stages with Tails really irks me.

I don't get how playing with Tails makes it harder even though it does. All he does is pick up and loses the scraps anyway and when I play with Sonic alone I have no problem at all. I have more difficulty with Tails following me. It's something I'll never understand.

I am pretty sure when you play as Sonic alone you don't need to get as may rings (in fact I am almost certain)
