For those who have played most of both system's libraries, I really do not understand how anyone could choose the DC over the Saturn. Sorry!

If load times are the only thing bothering you about the Neo Geo CD there is a much faster version that was released in Japan called the Neo Geo CDX. Although it is less common and therefore more expensive it is a superior Neo Geo CD experience.
Currently owned: NES, SNES, N64, NGC, GBA SP, DS, 3DS, Wii, PS2, PS3, XBOX360, SEGA DC.

If I missed the part where he said he had a DC, my apologies. Did not want to divert the thread into a Saturn/DC pissing match (even though you know which side I'd be on  )

I wouldn't call it "much" faster. "Somewhat" faster would be a much better word to use.

If load times are too much for someone on the NGCD, I would say an MVS set up would be the most cost effective way to get Neo Geo stuff with no loading. AES also works, but some of the titles are extremely expensive.
I've heard that the Neo Geo CD has massive load times (like 60 seconds between matches for fighting games). The CD reader speed is 1x, so... I dunno it just doesn't seem worth it to me.
Then sorry, but you just have not done your research properly. The majority of fighting games are NOT like this. Late ones like Last Blade are (and basically unplayable as a result), but more common ones like Samurai Shodown 1, 2, most Fatal Fury games, World Heroes games, the first few KoF games, etc., are not really much worse than a Sega CD or PS1 game.

If you are hardcore enough to be wanting Last Blade on an SNK console, then you probably know all this and have or are looking for the MVS or AES versions

Since most people are saying Master system, the next question would be should I get the American or Japanese version. I thought I heard somewhere that the system does not have region lock, is that true? The Japanese version has better sound correct? Also what are your guys thoughts on buying a system with a box. I currently do not own any systems that came with there original packaging and I was wondering if it is really worth the trouble at all of finding one with the box.

As I said before, why are you always asking others what to buy? This should be your collection, not someone else's idea of a collection.

I recommend you do a simple internet search.

As for "better sound", yes. The Japanese SMS has an FM sound chip that no other version has. Some games are compatible with this, even non-Japanese games.

The rest... is up to you.
