They're both fantastic, but if I had to choose I'd listen to the US version over the JP version. That said, I voted for both, as they are both fantastic (as almost all classic Sonic soundtracks are.)

I like Sonic Boom a lot better because of nostalgic value and as a song in general... in the title screen it provides a nice atmosphere as well.
I like both soundtracks, but I must admit the EU/JP soundtrack as a whole fits the game a lot more despite my preference for Sonic Boom (even the melody of the JP theme song; not necessarily the vocals though).
The "Past" stages uses re-arranged melodies of the EU/JP "Present" themes in both versions, making the EU/JP make a lot more sense in context as well.

In my opinion the energy is lacking in the US Palmtree Panic music, especially for a Sonic game... even though it's nostalgic for me, it is just rather generic:
I do like how atmospheric the "Bad Future" music is in the US version over the (fittingly) nasty-sounding electronic music of the JP version... but overall my preference is the EU/JP soundtrack. A lot of the tracks in-game are just flat out better IMO.

The weird thing is I've always heard (and it really does sound like it) that the Past themes were made on the FM Genesis chip (hence why these tracks don't appear on some of the OST releases). Maybe that's a weird nod to them being themes for the "Past"? lol.

Both. Level wise the EU/JAP is better. But the intro movie looks like it was actually made for Sonic Boom, while it was really made for the other song. So I'm guessing the one who wrote Sonic Boom better fitted the song he/she was composing to the opening video.

I enjoy both quite a bit. I played the US version first and didn't hear the Japanese version until it appeared on the Internet. I like them both, and find comments that the original soundtrack is absolutely superior horribly elitist.

I think both soundtracks are extremely fantastic but if you force me to choose, I'm gonna go with the Japanese version.

They weren't. They were on the Sega CD's PCM chip. The CD tracks were able to be easily changed. In my opinion, the JP soundtrack fits the Sonic Universe much much better overall and I prefer it. I'm not going to let the main theme judge the entire soundtrack. Sonic Boom is a great intro theme but TTSW is catchy in it's own right. An version of it was also featured in Sonic & Tails. Anyway, I do like a few select tracks from the US version, including variants of Stardust Speedway and Wacky Workbench but that's about it. In terms of the final boss theme, I prefer the JP version. One thing that annoyed me about the US version is how the boss theme and final boss theme were the same for the most part.
But hey, the more music the better. Much like both the Genesis and Saturn versions of 3D Blast.
