im kinda leaning towards saturn because it boast a huge selection of games from all different regions. If you love sprites base game the saturn is way to go. Personally i think the saturn is a much more sexier system than the DC
Well the Dreamcast is, as a generalisation, cheaper to buy for (console, peripherals and games etc). However, like others have noted, many of its good games have been ported elsewhere (Rez, Headhunter, Crazy Taxi, Shenmue 2 , Sonic Adventure, Skies of Arcadia, Resident Evil Code Veronica etc). Saturn on the other hand, is the only real way to play gems like Panzer Dragoon Saga, Nights, Burning Rangers, Guardian Heroes (although that's on XBLA now I believe), Dragon Force etc. And that doesn't even include the amazing imports you can get for the console.
Overall though, personally I'd go for the Dreamcast. It's affordable, sexy and has some of my favourite games. I'd say it's more "PAL friendly" too, with nearly every game being made 60hz optimized for PAL and the game selection being fantastic (we even got Rez, Headhunter and Shenmue 2 - North America didn't). But that's just my opinion. The right console for you comes down to your own personal tastes really.

Yes you can. There aren't any video problems, but most boot discs will force NTSC games to play in PAL 50hz. That said, I believe the DC-X bootdisc will allow you to boot games in NTSC 60hz. As long as you have a compatible TV and scart/VGA lead, you should be fine.
