The SNES by far. The Saturn has some very good games but they are too expensive and a lot harder to come by in most cases.
Then again, if money is no big deal the saturn might be for you.

i own like probably 70 % saturn games , but they mainly backups.
its really good system for 2d games and arcade fighters.

Anyway, some good advice here.
The Saturn blows the piss out of the SNES for shoot 'em ups, as long as you count JPN imports. If you don't mind working through a JRPG in Japanese, the Saturn actually holds its own fairly well against the SNES in that department. Yeah, the SNES still probably beats it, but you will not be left wanting for JPRGs (or action RPG or SRPG) on the Saturn at all. With stuff like both Lunar games, Grandia, Megami Tensei series, Ogre Battle, Tactics Ogre, Shining Force III, Shining Wisdom, Shining the Holy Ark, Legend of Oasis, Rayearth, Albert Odyssey, Dragon Force I & II, Panzar Dragoon Saga, Dark Savior, Riglord Saga, etc., you are WELL covered.
My ranking in the genres you like:
RPGs:
SNES: A (A+ if you include imports)
Saturn: C+ (B- if you include imports)
Shoot 'em ups:
SNES: C+ (B- if you include imports... those three Parodius games are fun!)
Saturn: C- (A+ if you include imports... FOUR Parodius games. Beat that!)
Fighters:
SNES: B- (THE fighting console back in the day, but it's not 1994 any longer. B- for imports, too.)
Saturn: A (A+ if you include imports. Also, the d-pad is PERFECT for fighters.)
So, including imports:
SNES gets A+, B- and B-.
Saturn gets B-, A+ and A+.
As long as you are willing to import, get a Saturn! Either way, both are great systems. For the record, you CAN get some pretty good import shoot 'em ups on the Saturn for around $30 or less if you shop around. If you go up to $50, you can get MOST of the shoot 'em ups for it. You'll just be missing a few like Radiant Silvergun, Battle Garegga and Batsugun. Likewise for domestic RPGs on the SNES. Fighters are cheap on both systems, for the most part. In general, Saturn games are cheaper to import from Japan... even with the cost of shipping. A lot of the common games, like Daytona USA, Virtua Fighter 2 and Street Fighter Zero (Alpha) can be found for $1 (or less) if you look around enough. SNES games are a bit cheaper to import, but not really enough to make it worthwhile in most cases.

A lot of Saturn games have an arcade feel few other consoles can match. But most of the good saturn games are well over $30 even if you get the cheaper import versions.
