yeah it was developed by Team Silent. Though I guess it was initially just titled Room 302, but I think even with that title it was intended to be a spin-off from the series, not an entirely new IP.

It was meant to be the start another series but they decided it would be better to just name it Silent Hill 4 (Probably for money purposes). It's not a bad game but it's far from being a great SH game (The worse one is Origins and even that one was pretty decent).

do you have any proof of that though? Anything I can find about it says that 3 and 4 were developed at the same time, with 4 intentionally planned to bring the series in another direction. I can't find any proof that it was going to be another game first.

I swear I remember reading that on an EGM magazine like 6 years ago, let me see if I can find the magazine.
