I am able to program many types of chips. Tell me what they are and I can maybe find a dump of the rom. If you'd like to do it. You can get entry level eeprom programmers for around $40.

Thats a classic TV! However, to get the clearest pic of your C64, get a Commodore Monitor that has the separate Chroma and Luma inputs in the back. They're only expensive if you buy on eBay. Follow Lemon64 and you'll see dirt cheap breadbin C64s pretty often. CC&G lists C64s (no drive) for $25, if he still has them.

I've found some online but they all seem to be overseas and in different regions. I don't know how a German character ROM would work on an American c64

Indeed those are the ROMS! Just pay the shipping, and I will program the chip for a very small fee.

Local Thrift stores have regular CRT TVs with SVideo at a great price.
