It's the Wii itself. On my parents TV/Wii when they switch it on its not too bad but the borders around the channels are...I'm not sure how to describe it...but they look kind of like when a news anchor wears the wrong kind of tie on a TV show and gets that weird moving static look to them. The graphics look too sharp and sort of grainy. 60hz VC games are just a wall of green corruption.
On my TV as soon as I put the Wii in 60hz mode the whole thing drains of colour and looks like an old sepia toned photo. VC games are not different.
Well, NTSC 60hz and PAL 60hz are two distinct video modes. Different resolution and color format. So it's a good idea to diagnose every possibility.
What, specifically, happens when a true NTSC 60hz console (as sold in countries like USA or Japan) is plugged into your current TV? You didn't tell us that.

I've no idea I'm afraid as I don't own one. All my consoles are PAL that either run in 60hz naturally via an option or have been modded with a switch to do so. It shouldn't matter though since this is a PAL Wii running in a mode that's built into its own dashboard on a PAL TV. One would imagine that it should be perfectly compatible with modern TV's but I'm not going to waste time contacting Nintendo about this as they seem to view 60hz as some sort of witchcraft to begin with and offer complete gibberish when posed any 60hz related question (such as why are your Genesis and NEO GEO 'imports' being squashed into 50hz! despite being advertised as 60hz? Answer: "Try adjusting the settings on your TV" !).
Ah! I might just know a good test then. Do you have a way to check whether your 60hz modded systems are outputting NTSC or PAL when set to 60hz? Unlikely as it sounds, we haven't ruled out the oddball chance your TV supports NTSC yet not "PAL60".

As an update I tried my 60hz VC games on this TV and they don't make go sepia tinged/colour drained as the system itself does if switched to 60hz...instead the screen merely goes quite dark as if the brightness had been turned down.

Yeah you need to get some more cables and check that your TV can show a 60Hz signal. FYI there are 2 kinds of scart - RGB and component and its the RGB kind that you need to switch to 60hz. I got mine for about £20 and it was worth it, the colours are so much clearer and brighter.

As already mentioned the TV has no issues with displaying 60hz. When using HDMI cables it works fine with the PS3 and even tells you via an onscreen display when it is switching to 60hz. It's just the Wii that is being problematic.
