PSN games are tied to your account. Your account can then be tied to 5 systems. You can remove a system activation whenever you want though (unless you no longer have the system, then you need to call customer service).

I think you can download it more then 5 times, its just you can only tie it to 5 different machines. I think you could download a game 15 times to the same machine if you wanted to.

What about the Live account, can you log in it on any machine, like Steam?

Yup, you can download the same game infinite times on the up to five systems it is tied to. It is the number of systems that is limited, not the amount of times you can download.

I would never download games on PSN for that reason. Maybe the exclusives, but I would give it much more thought than to buying games on XBLA, since there the games are tied to your account.
As has been said, the games are tied to your account. There is no reason not to download PSN games. :)

When I sold my 1st PS3 I decided to format the machine as not to give my PSN games away to whomever bought it. When I got ready to format, it warned me to deactivate the PSN account (and listed how to do so on the same warning page). So there is a way to do it on the PS3 but I can't recall how; gotta be online too.
 (FC, AVFC, NES, SFC x2, SNES, N64, GC x2, Wii x2)*(G&W x7, GB, GBpocket, GBASP, DS-L x2)
(GEN, SS x3, DC x3)*(PCE-Duo)*(Xbox:500GB)*(NGCDZ, NGPC)*(PS1, PStwo, PS3:160GB, PSP.3K)

I'd have to check but I believe it was the system restore feature actually. One of the data clearing methods in the system menu for sure. Might have to do with the OS version your system has/had - I was on 3.41 I think.
