Sounds like the common problem old 360 controllers suffer from where they have poor contact on the right pad in the first place let alone after years of use/gunk build-up. Clean it out. Then cut a circle of plastic out of a pringles carton lid and place it on the back of the Dpad assembly between the rubber button contacts. Then take some fine grit sandpaper and sand the plastic that encircles the Dpad on the front of the controller. This will make a tonne of difference.

I did this to all my old 360 controllers. It appears the new ones that come with elites/slims have alleviated the problem somewhat as I've never had to fix them. The even newer pad that's coming out has a completely redesigned d-pad which is supposed to be even better.
