I'd have to say MAME. It does so much so well and it's so convenient.
Second would be the PC. So many great doujin shooters.

Oh, I think both are best to have. Especially because there are a few really good PS1 exclusives (Gradius Gaiden!). As far as one game being better on a certain console, I really think it is minimal in the case of the Saturn and PS1. I do have both DonPachi games on the PS1 and Saturn, and to be honest there is not a lot of difference unless you are looking for it. The bit of slowdown isn't bad, and the graphics aren't really that distorted unless you were JUST playing it on MAME right before. I actually like the Saturn versions better just because of the controller. The PS1 pad and even moreso the button configuration is not optimal at all. The Saturn controller feels just right. Sorry, but I don't see #1 and #2 here. Saturn shmups are generally much more expensive, not cheaper. The controller? I play shmups on both systems with the same HRAP2 (I use the adapter to play on the Saturn), and both had equally as good first and third party sticks available, in my opinion. Yes, the standard Saturn controller is better than the standard PS1 controller for those genres where I might want to use a D-pad (e.g. 2D platformers), but for arcade games it is a wash.

Playstation 2 has some really great shumps. The iphone has dodonpachi resurrection and espgaluda 2 as well. Just about every platform has great shump action.

Compare the price of just about any Saturn shoot 'em up against its PS1 counterpart (I'm basing my prices from Japan, as that is what I know about). I cannot think of ONE case where the PS1 versions are cheaper, except maybe for the Layer Section games (where the Saturn version are more expensive, but not by a lot). I remember it being the inverse back when I bought my Saturn, but doing a quick search of my sources shows you're right, most cross platform titles (shmups) are cheaper on Saturn. I thought you meant the overall library was cheaper on the Saturn, not the exclusives. Anyway, I didn't mean to make this contentious as both systems rock, and any console shmupper worth their salt will have both!
