I would say the saturn since there's one near you which is always better than buying online. $40 is a pretty good price too. PS1s are everywhere, not to mention PS2s which you can buy brand new for $100. So a PS1 has a better library, but I'd get the saturn first.

Some cheap games that I think are fun:

Hang-On GP - Under $10
Astal - $15
Panzer Dragoon 1/2 - under $20
Clockwork Knight - $15

If you enjoy Fighters (2D or 3D), a Saturn is a Must. You simply can't go without it, whether your getting Capcom's stuff (SFA2 & 3, Night Warriors, Vampire Savior, Cyberbots, X-Men vs SF and Marvel Super Heroes vs Street Fighter), SNK's (KOF'96 & '97, Real Bout Fatal Fury Special, Samurai Shodown III & IV), Sunsoft's (Galaxy Fight, Waku Waku 7, Astra Superstars), Sega (Virtua Fighter II, Fighting Vipers, Fighters Megamix) and many other obscure-but-great games.

If you enjoy Beat 'Em Ups - The Saturn is basically the last system to really have them. Die Hard Arcade, Guardian Heroes and Three Dirty Dwarves beat the pants off of PSX and N64's Fighting Force.

If you enjoy Shmups - you can get plenty of unique ones here, plus many of the shmups that it shares with the PSX are superior on the Saturn.

If you enjoy RPGs - Albert Odyssey & Shining The Holy Arc are more than enough to justify it. Hey, you could get lucky and even find Magical Knight Rayearth, Shining Force III, Dragon Force and Panzer Dragoon Saga.

If you like racing - Daytona USA. If that ain't enough, Sega Rally. If that still ain't enough, there's plenty of other great racers too, like Sega Touring Car Championship, Manx TT Superbike and Virtua Racing. Heck, you might even like a go at Sonic R.

I could go on, but those are the genres it really specializes in.

 Yeah I doubt I'd get Shining Force III or Dragon Force unless it was disk only.
But yeah, looking for some fighters, and shumps never hurt. :)

Get a Saturn and a modchip; best gaming investment you'll ever make, if you like 2D games. There are a ton of great games on the Saturn, but most of the best ones are really expensive, so you might want to try this.

Yeah, I agree with others. Get a Saturn and an Action Replay 4 in 1 and you're good to go :)

Or you could go down the mod route if that's your thing.

Although the majority of the best games are imports (and often the Japan imports are cheaper too in the case of cross region games), there are still plenty of domestic games worth picking up, especially if they're fairly cheap. The Saturn is great for 2D games as any have already said, especially fighters.

Here's basically what I started with when I bought mine (these games won't cost you an arm and a leg either):
Sega Rally
Virtua On
Virtua Fighter 2
Fighters Megamix
Nights Into Dreams (make sure you get the 3D pad too of course)
Panzer Dragoon 1 or 2
Virtua Cop 2
Manx TT
Urban Strike
Sonic R (some love it, some hate it. It's pretty cheap though)
Dark Savior
Daytona USA

Hope those help you.

I got my Saturn from ebay for $54.00 shipped with all cables and controller and 1 game. I thought that was a decent deal since most were over $50 and didn't come with anything. I also wanted to get a PS1 and build a nice collection but I found out my PS3 slim works well for that lol. I would grab a Saturn soon and start enjoying all of the great 2D capabilities it has to offer. Also, I started to think about getting a stick to go with my fighting and shmup games maybe you would enjoy the saturn more with one.

I would go with a Saturn if you're into fighters and shooters. Majority of the better games are imports such as shooters that can cost full price and more ($50+). The cheaper more common titles you can pick up from $10-25 such as Virtua FIghter, Daytona, Fighting Vipers, etc etc. It also depends on if you're a collector or not and how much money you're willing to spend on the games. Some people prefer to just play the games so they mod the system and burn the games. Good luck and hopefully you'll pick one up for the sake of collecting! Enjoy!

Go buy Panzer Dragoon Saga. Play it and then ask yourself if it was worth it.
