Games are considered luxury goods, thus are overtaxed. Ironically, most local game developers are subsidized.
Games are as taxed as cigarrettes, cachaça and fur coats.
Edit: Just to clarify, Brazil is heavily protectionist. When we travel abroad, we are only allowed to bring back $500 in goods. Any amount exceding that will be taxed in 50%. So, everyone who comes back to the country just hopes and prays they won't be stopped by the Federal Police (fortunately, they can't stop and search everyone - they don't have personnel or time to do that -, so sometimes people luck out and walk away with their pockets untouched).

Ah I see. Couldn't it be because of slot machines? In Spain arcade games are very expensive because they law they use was made before arcade games existed.

I don't know about that. Slot machines are actually illegal here, but they can be found anywhere.

Getting back to the original subject, I would recommend Picross & Picross 3D for older folks.
Professor Layton series might also be a hit.

Why not the wii? The simple games like wii sports and resort are great for any age and require basically no language skills.
