This is why I use keyboard shortcuts. Different people have different ideas of what should be a move and what should be a copy. With the keyboard shortcuts all the ambiguity is removed. I think it should copy any time you're moving things between an internal and external or from one external to another. A lot of times I'll put something on a flash drive and want to put it on another computer, but don't necessarily want to move it off the flash drive.
But as far as two internal hdds, it just seems like it should move files.
