You could take a cheap dollar store screwdriver that's the same diameter as the hole, cut off the tip, then dremel or hacksaw a notch that's wide enough for the screw head.

From the mark on that head, it does look pressed as in a rivet.
A time saving factory stamp vs time consuming screw assembly?
Doubt the melted bic would work on this one.

EDIT
As Hobie pointed out, notching might work, even cutting a groove in the screw head.

Which gives me another idea, take a bolt that fits in there and cut a notch. It it's a hex head then you can wrench or socket the bolt then.
