I think for all handhelds, it always has been region-free. I know from with the original Gameboy, you can play both JP and NA region games. Same with GBA, since Sony was entering the handheld market, I guess they saw no need to change that.
I'm able to play Koei's Romance of Three Kingdoms V, and Sengoku Basara: Battle Heroes on my NA PSP-2000/3000. The differences is confirm/cancel button command are the reverse of NA.
Otherwise, what's left is how much understanding of Japanese is needed for the game.
