That Civ IV mobile game isn't what I'd call a port. It's more like a cross between Lemmings and Worms. Doesn't resemble Civ at all.
This Revival game I'll look into and Freeciv I have tried, but it just didn't have the same feel to it. There's all these options you can modify and everything looks so overwhelming, but when I need information, there's nothing to be found.

If you're going to be in the market in a few months you might want to look at getting the next iPhone, it's rumoured to be a dual CPU+GPU SOAC (system on a chip) much more powerful than the 3GS and will be more powerful than the iPad (thanks to it's lower resolution). It might use the same SOAC as the iPad which again, is no slouch, and will be a better performer due to the lower resolution screen of the iPhone. All this is conjecture right now, but it's definitely going to be more powerful than the 3GS. If you want to know what the iPhone can do in the right hands watch the video: http://www.anandtech.com/gadgets/showdoc.aspx?i=3695 it is a video of Unreal Engine 3 running on iPhone, it's not a fake either, it's the real deal, of course it's stripped down somewhat but it still really good for a phone.

Of course you'd have to wait for the device to be jailbroken before you can run emulators on it but I reckon it will be worth it. Plus the used market for Apple devices is awesome, they hold their value extremely well.

Apple products do hold their value. I would be careful of buying ANY portable used, cell phone, laptop or even a cordless drill. Batteries usually are not cheap, even if you can change or even find a replacement.

There's no denying that the iPhone can pull off some neat tricks, but I don't think it's the phone for me. I prefer buttons over a touchscreen, and I would really like an SD card slot.

The G1 looks promising for me. I like the fact that there's so much development for it. How hard is it to unlock a G1 so that I can use one on my AT&T network? Also, once I switch it over to AT&T can I still use the android app store via wifi? I don't want to add an expensive 3G data plan when I can get wifi for free.

I haven't ruled out Windows mobile phones yet. Two years ago I had a Dell Axim PDA with windows Mobile 5. It was a cool toy, but I was disappointed with the emulators. Even the NES emulator could not run at full speed, and control was unreliable. Has the emulation scene improved with the Windows Mobile platform? What Windows mobile phone has the best button layout for gaming?

Windows Mobile 6 fixed most of the control problems you would have had on your Axim. I don't have the answers to the rest of your WM smartphone questions, but if you ask them on the forum at this site you'll get some well informed responses:

I think it is still best to wait a while before deciding which phone to buy. I am sure a few months from now there will be new models that will come out. They should have a more powerful Cpus and Gpus. CAAS

What I'm really interested in is finding the right hardware for the job. Aside from the N-gage, does any cell phone come with a real d-pad?

I don't know how many of these would be available from local cell providers, You might be able to buy one on ebay unlocked and get it working. Most seem to be japanese or chinese only...
