Well, since you're playing backups of the games (I think) you can just get back ups of the NSTC versions of those games. AFAIK both of those games came out in the US and in Japan, so you can easily get an NSTC version.

some PAL Dreamcast games can be patched to NTSC 60hz , you might want to look into that

When I NTSC patched Sword of the Berserk, something awesome happened - The characters fold in on themselves, or their joints bend backwards during cutscenes. It ruins the game, but makes for some interesting visuals.
