DREAMCAST!

No Modchip needed to play tons of Homebrew! Mame4all comes to mind.

The SNES has quite a few excellent titles that were released in Japan but not the USA. Off the top of my head these require little knowledge of the language apart from menus:
Super Bomberman 3-5
Gokujō Parodius!
Godzilla: Kaijuu Daikessen
Picross
Tetris 3
Battle Tetris Gaiden
Gundam Endless Waltz
Accele Bird
Fire Pro
Sutte Hakkun
Battle Cross
Psycho Dream

Not to mention alot of games that are fairly expensive in the USA, ie Megaman X-X3, can be picked up for half the price in Japanese.

Sure it is not as robust of a library as the Saturn, but for breaking two little pins, you get a large library of titles to choose from.

I've got a PSP with custom firmware and it kicks ass.

I can play:

Sega Genesis
Sega CD
Sega Master System
NES
SNES
Playstation 1
Neo Geo MVS/AES
Turbo Grafix 16

Anywhere, anytime.

Genesis can play most multi region games as it is...just a matter of modding the plastic so the MegaDrive carts can fit. (note that i say MOST games)

my Playstation can play backups when i use my Goldfinger cheat device. (just makes it easier to do the swap trick, but all you need to do is plug it in the back port and put the spring in the tray button)

DS and GBA just require a flash cart of some sort. no hardware mods needed.

this is all assuming that you are referring to playing "backup" games. Modding can mean a whole lotta different things
Atari 2600 Jr., NES, Gameboy, Genesis 1 and 2, Saturn, Virtual Boy, Gameboy Advance (with Supercard SD), Playstation (With Goldfinger), Nintendo 64, Playstation 2(modded), Nintendo DS (Fat) with Edge
