I don't think he was asking for just software, but homebrew/hacks that are available to buy on a cartridge or CD.

For officially (or unofficially, depending on how you look at it) released homebrew, the consoles that most immediately come to mind are Dreamcast, Atari Jaguar, and Atari Lynx. With the Lynx, in fact, many of its greatest titles are homebrew releases. Songbird Productions has quite a few Jaguar and Lynx releases, where other releases aside have been released on cartridge form for both consoles (though Jaguar releases are most often on the CD format).

Colecovision has had some homebrew games released in cartridge form, I believe. The original PlayStation has the Net Yaroze games, many of which were officially released on the demo disc of the final issue of the UK PlayStation magazine (issue 108). Vectrex also has an impressive amount of homebrew releases in cartridge form, which again are often some of the best titles for the system.

If you're seeing a theme here (with the exception of the Yaroze games for Playstation, which came from a development kit), it's that the obscure or early demise systems are more prone for homebrew. They end up having the inevitable devoted fans who want to breath more life into the systems. Even NUON has homebrew titles, which were officially released on a demo disc.

If you want an actual list or recommendation of officially released homebrew titles, let me know, but you're not going to find as many releases on once popular systems that had a full life like Genesis. Dreamcast is probably your best bet, as many gems were released after Sega pulled the plug. Rush Rally Racing, Wind & Water: Puzzle Battles, and any number of postmortem shmups would be your best bet. Dreamcast is set to get a new FPS next year, in fact.

Not trying to threadjack but how about some recommendations for Lynx homebrew. I have been very impressed with the official Lynx games and I would like to see what some of the better homebrew looks like.

As for Lynx, the easiest marker is just checking out the votes for the top Atari games, here. Three of the top five games are homebrew releases.

But to do the work for you: Alpine Games, Yastuna 2 : The Space Incident, and Crystal Mines II: Burried Treasure. Now that I'm thinking about it, I can't remember if I ever ordered Yastuna 2... I know I buy too many games when I can't remember which I own.

Ninja edit: I'm not sure how I forgot to mention it, but Zaku deserves to be the first homebrew game mentioned. It was just released within the last month or so and is one of the most charming games released. A cute-'em-up on a tiny screen - original, tough, and oozing with quality.
