Also, here is a link to an adapter. If Doujindance can't make you a custom JP cable, this would work for sure if you are using an XRGB.
Ok confused again :(

I live in Greece my setup is an European LG HDTV a few months model LH7030. I don't think I have an Japanese RGB port on my TV.

Doujindance replied saying this:

The buyer of these countries seems to be able to connect by Scart RGB Cable with my modded PC Engine normally. But, because there is not the experience that shipped this PC Engine to a Greek buyer, I don't understand about it well.

Do you think that it will be working properly? I mean if it is for European TV and works in all the mentioned countries I will have no problem right using the cable without an adapter right? That's what I understood.

Yeah, it should work for you. The PC Engine is Japanese region, but your TV is European so the European RGB cable is the one you want.

You can tap onto the HU6260 video chip on the console for RGB, however you may or may not need to amplify the signals to get a bright enough image on your screen, especially for the C-Sync line. I posted details on my site about this, originally using the pics from mmmonkey here - RGB off HU6260 also details for RGB amp to SCART

After digging, found this diagram to enhance the signals, although didn't work for me:

What I discovered however, was that the PAL version has a CTX chip that takes the RGB lines (eg from the HU6260) and amplifies the signals, including the C-Sync line. Downsides to our non PAL friends is that the CTX converts the NTSC signal into PAL too, so you would need a PAL screen.

I'm not sure, but I think pins 15 and 20 give S-video output?
