Would a bin/cue iso work for the patch?

Yep, I used it with a bin - the readme says you need isos, so I just renamed my bin files as isos and the patch worked fine.

The patch is for the PSX version, but you can play it on PSP too.

I would assume not. Providing just the translation then let's them claim it's for people who are using their own copy of the game to get an image.
