They can rip the data off the discs and it will work, sound, and look exactly the same, but only if that data ripped from the discs is run on a Saturn. They could feasibly write a very good Saturn emulator and use that to release the game on modern consoles, but that would not give them very many options in terms of improving the graphics.

If they had the source code, they could port it to a modern console and keep the play mechanics exactly the same while updating all of the visuals. Without it, it would be possible to accomplish, but it would be a ridiculously long, difficult, and miserable job for whomever had to go through and extract all of the necessary information from the machine code.

It's nearly impossible to reverse engineer original code from a binary executable. They'd be better off simply rewriting the engine from scratch. At least all the operational parameters are clearly defined. "Play this Saturn game. It must behave like this!" I mean, hell, the original game is better than any specifications document in terms of providing detailed examples of expectations.
