I've been thinking about this one today. It's not so much an issue today as it used to be. What retro games were solid all around, except in terms of length? Games that left you wanting so much more, even beyond the innate replay value? Games where the sheer lack of areas are the biggest flaw with the product?
Yeah yeah, a lot of people poke fun at Left 4 Dead, saying it is so short, even though it came with 20 complete maps; more than any other valve game on launch. So for argument's sake, lets just stick with retro games.
I vote Marble Madness. It's an absolute crime that this game only had 6 very short stages. It was a super original concept, where the obstacles and deathtraps were more of a star than your marble. The entire game is over in like 5 minutes. What the hell?

Sonic 3, instead of more levels they just stretched out the few they had. I hate that about the game. Marble Garden is just a chore to get through, bleh. S&K fixes that though.

I agree w/ Nights and Sonic 3. Sonic 3 is short. Another I would say would be Burning Rangers. Sonic 3's biggest flaw were zones like Sky Launch and Carnival, where the 2 stages had identical music tracks. That's bullshit. The only reason we think that Marble Madness is short is that we were told by the internet that it's only 6 levels long. As far as I know there's more levels, I just can't beat that damn level 6.

Id have to say, Vectorman. Not ridiculously short in levels, but short with the variety of levels they provide. When playing the game, it feels as though your only scraping the top few layers of a 7 layer dip.
Come to think about it...there aren't really any levels in Sonic 3 that I do like
