My hosed up work day just got better. Not only will I be alone for more than half the day, the customer information system is down and I just had a training session dumped on me as an extra surprise shortly.

I'd file a police report first and foremost. From there, you might get a quote to repair the damage, and see if it's an expense you could cover if he decides to bail. Why would you take a risk like this for a complete stranger (especially one who hit your van)? All he wants to do is avoid the repercussions of the accident. Yup, police report is a must.
If he has proof of insurance he shouldn't get a ticket, and if he does the court will more than likely throw it out.
