This is ridiculous if it is indeed true, I still think there is something missing.

If it was as you describe and from the quote you brought from the BBC (which I went to read), you can just use your status as EU citizen, override your status as a UK citizen, and bring your non-EEA spouse.

SO I don't see why you would need to live elsewhere in the EU to do this, you are ALREADY an EU citizen without needing to live 3 months anywhere.
So either you just need to go back and specify that you are coming in as a EU citizen (not as an UK one)...
OR (more likely) there is something to the 3 months elsewhere that we are not getting from your description and from the articles, but *would also apply to any EU citizens* i.e. a Portuguese could only bring his Chinese wife to the UK if they had been working/living in Portugal or any other member state for 3 months as well.

The bottom line would be that the EEA members would still have the same exact rights as the UK citizens - just an easier time as exercising it.
Of course that is a bit like saying homosexuals have the same right as heterosexuals, as both can marry the opposite sex. Technically it is the same right, it is just that it is a bit less interesting/useful for the homosexuals!

Anyway back to the topic, I don't know what job you (and your wife) currently have, but I think you can easily do a seasonal job in Portugal or Spain for 3 months during harvest time, and get accommodation provided as part of the package. It is menial labour though and it will pay crap, but you will be able to go in to the UK after.

The British Government knows this is illegal but they have been getting away with it for years now.
I think if it was so clearly illegal as you are stating, it would have been challenged in European courts already. If you are so convinced you could try to get a movement running to do exactly this.

Meanwhile, consider the type of solution of seasonal work where you get lodging and food for your labour. You won't get rich doing it, but you won't spend more than your time and effort to get those 3 months in. As you said, you aren't getting any younger and want to have a kid.

Just think it through carefully and be sure that you can move into Portugal (or Spain). You are still bringing in a non-EU spouse after all.

I don't see how it is going to cost you that much money.

You lose 3 or 4 months salary in China (which is not apparently so high anyway), and pay an extra trip from Portugal to UK as far as I see it.

The trip from China to Portugal is probably about as expensive as the trip from China to the UK.

During the 3 months in these kinds of Farming "volunteer" work, you get accommodation and food. I think you also get a small amount paid, but you should find out. So in principle no additional costs there, just not any real income either.
Try to discover which farm owners are reputable and not from the feedback of previous people that have done it, as I think conditions can vary widely.

Then you need in addition to pay for a trip from Portugal to the UK. If you book in advance with easyjet or ryanair I'm sure you can get rather cheap flights.

Slightly related, but what in the heck is up with the vacant mega cities China has built? Stumbled upon those recently and it's just insanely creepy.

I learned that seeing another world war is very very very unlikely. Politicians are too scared, I guess its because they either are living a good life already and don't want to lose it (Britain, France, USA, Russia) or know for sure they can't win it (North Korea, Saddam's Iraq, Iran) .

Politicians learned that they can get what they want without bombing each other use sanctions, cut the internet, cut oil supplies, blackmail..etc. If the enemy's government does not give in, the people will revolt in the long run.

For World War 3 to happen we need some one like Hitler to reach top position in a country that is well armed and strong enough not to be bullied by the big guys, basically USA, EU, Russia, and China.
