Levelling up gives you a chance and also completing sets. I've only had one booster set so far as well, but I have had 3 foils and the same freaking backgrounds every time! Go figure.

Completely agree -- how the heck am I supposed to get a booster, or any method of collecting the cards without buying them on the market? Whatever the current system is for awarding boosters, it sucks.

Yeah the drop rates are extremely low apparently I am eligable for booster packs on 23 games at the moment and boosted my level to 20 for the drop rate bonus. Haven't seen one yet. Need to finish up the card drops on the rest of my games that will pop me up to 50 or so eligible games.

Drops are supposed to occur every time somebody crafts a badge for a game so maybe with the Christmas sales going on we might see some more drops from increased traffic.

I've gotten booster sets twice, but I've only been able to finish one set :\

From what I can tell, it happens every X drops for the entire steam user-base. Someone at random is chosen whom is playing a game and given a booster pack of the game they're playing, regardless if they've used all drops for it or not.

I've gotten three or four booster packs, although maybe one of them was for a game where I wanted to complete the badge. According to Steam:
Once you have received all of your card drops, you become eligible for a booster pack containing 3 additional cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.
Also, you get a higher chance of getting a booster pack with every ten levels: http://steamcommunity.com/tradingcards/faq/

Completing badges has been much easier since Valve added the Trade Offer functionality. Now, you can make offers without your friends being online, or even with people you aren't friends with via the discussions. I've completed eight game badges since Trade Offers have been available, versus one before.

Overall I'm not to impressed with the holiday event this year. Used to be you would win games/coupons and badges were earned through a variety of events which involved playing multiple games. Now it's down to collecting cards through game purchases, the market, or voting for sales :P and all you get after collecting 8 is some profile/emoticon candy and in game items for mostly f2p games.

Hell at least the cards can be sold for around 20 cents a piece but it still isn't nearly as fun :P.

Yeah, I have to agree that the whole trading card thing is rather weak-sauce right now.
