I enjoyed the briefing V.O. in Mechwarrior 3 and the mech's snappy AI voice as well.
The radio chatter in Interstate 76 was also superb.
Rockstar's games have always had excellent voice actors.
Shenmue had that unique quality to its voice actors that you couldn't help but laugh at and admire them simultaneously.
Grim Fandango and the Monkey Island games go without saying.
Bladerunner got a few of the original voice talents for the game, and the rest were of cinematic standard.

I also find the voice acting in Day of the Tentacle and Full Throttle to be well done, but I don't find any particular character to be above all others in those games.

Prince Sebastian LaCroix, Smiling Jack, Bertram Tung - Vampire: The Masquerade - Bloodlines. Smiling Jack is John DiMaggio aka Bender from Futurama. I also liked his work in MadWorld.
Max Payne - Max Payne 1&2 .I also liked the voice work on some of the over the top Italian-American/Jewish(?) New Joizy-accent whiny gangsters found in those games)
Cole Phelps - L.A Noire
I'm more impressed when games like Vampire the Masquerade and Persona have really authentic and well voice acted characters though, Rockstar has a huge budget and the games are full of celebrities doing voice acting roles.

Yeah, there was a lot of really solid voice acting in GTA Vice City&San Andreas and Red Dead Redemption. But like with DOTT and FT, I can't name any particular character that would be above all others.
