Which company do you think aims for quality?

What I mean by quality is where a company aims to add immense amount of detail into character designs, voice acting, environment, story, etc. Now, it doesn't necessarily mean that it needs to have all that in order to meet the criteria of quality.

For example, I think Naughty Dog often tries to make things look pretty by carefully designing the characters and adding more details into the environment.

Well, all game companies that don't consistently release crap.

That's not a completely flippant statement. Quality doesn't happen by accident!

Bungie: Halo, Marathon and Destiny is looking extremely good to me right about now too
From software: Demon/Dark Souls
Atlus: Catherine and Persona (disclaimer I've never played a Persona game)
Rockstar: basically everything they do, that I've played, is great.

That's all I can really think of now.

A quality game can be totally lacking in all but one of these areas and still be awesome. If a game does everything well, that's great, but some developers really focus on one area and are great at it. For example, Sting is probably the best at whatever it is Sting does.

It sounds to me that you're talking about production value rather than quality.

Haven't played any thatgamecompany games, but Shadow of the Colossus and Ico are great - even if the gameplay isn't that fun. Correct me if I'm wrong, but by "production value" you mean telling a story though visual design, music, metaphor, and atmosphere. That's the entire point of these two games. In their case, how is "production value" different from "quality?"
