Mostly in Brooklyn, I think, where there is less crowding. In my neighborhood, you either get ridiculously overpriced but good pizza, really bad and moderately priced pizza, or bland but cheap Papa Johns. The middle option is never an option, and the former is only a treat, leaving the latter for quick, $1 bites when you're in a hurry. Yeah, I hate that as well. The pepperoni doesn't get all nice and crispy under the cheese.
