ebay seller hit-japan is a real piece of shit. She/he/they sold me a game that was listed as "good" but was in rough condition, so they earned a negative review (not the first time this has happened). After a bit, they asked me to take down the review and they would issue a partial refund. No refund ever came, and - which is totally my fault - the time for filing an ebay complaint lapsed. Now I go to make an offer on a game (which I can see a clear picture of!) and I'm blocked. Seriously, fuck them and their shitty ways.
I've had nothing but good experiences with hit-japan. In fact, my AES, PC Engine Duo, and Wonderswan Color are from that particular seller - all arrived in great shape and exactly as described. I'd say about 50% of the import games I own are from him too. If you ordered a game that wasn't super-rare, I'm guessing he had multiple copies in stock and sent you the wrong one.
Either way, you certainly should have gotten a refund and shouldn't be blocked.
