Actually Hooters allows men to be waiters in their restaurants. They used to only allow women to be waiters, but a man apparently applied for the position and then successfully sued the company on the grounds of gender discrimination.
So yes, Hooters will allow men to be waiters in their restaurants. They just now required that you always wear the uniform.
