Me thinks I'll risk it and buy it now why it's $40.

I thought that too, from play canada right? The cellophane felt very odd, but there seemed to be no sign of wear on it all so I'm not really complaining as I just want to play it

Oh god yes for Rule of Rose. PAL region version of this is rare as hen's teeth.

IDK, I ordered one from Play Canada as well, while it isn't in a typical type of wrap, I've bought games that I'm entirely sure were new (well one, directly from Capcom) that were sealed the same way.
I'd wager that it's not a reseal, though it's a tough thing to honestly confirm and it doesn't really matter to me.
