I was lurking around on IGN and I saw the Capcom-Unity blog.
It seems Capcom actually wanted to make Mega Man 9 NES cartridges, but the licensing and what-not prevented them. So instead, they made these special discs that come inside NES cartridges!

It's actually their press kit for the game. Although, I would definitely buy it were it available like that at retail.
