Managed to snag a copy of Legend of Heroes: Dragon Slayer (english version) on ebay for 20 bucks. Messed around with it for awhile to test the game (had a decent amount of scratches on the disc) and it seemed to work just fine. Both intros, voiced scenes, and music worked perfectly.
Tried it again today, and of course after you get past the first section, the music/ voices start cutting out intermittently, or it just takes awhile to load the next scene. Ruled out being the PC engine DUO itself since my other Card/CD/Super CD games work/sound just fine over extended periods of time.
Long story short, whats the best way to go about trying to fix or resurface a scratched Super CD? I've tried the gamestop disc skip fixer solution, and that helped a little but still has problems, and the toothpaste method didnt help afterwards. I'm thinking about taking it to a video or game store that might have a professional grade disc resurfacer, but not sure if Super CD games would work the same way as normal discs.
Really dont want to have a problem disc, especially since it already seems hard to find at a decent price, especially the NA version.

You should be able to get a Super CD resurfaced, they are CDs after all. Find a place who knows what they're doing.

Cool, in that case i'll check around to see if any offer resurfacing. I think we've got one nearby called 3Dgames that might offer disc repair since they sell alot of retro games. Should know what they're doing...hopefully.

Be careful, a commercial polisher machine can ruin your disc if the person is not keen on what they are doing. You can try it at home yourself with the right chemicals.

Check to make sure there isn't any damage to the top of the disc. Turns out the label side of CDs is the most delicate side, since there's only a thin layer of paint or label material protecting the data layer, unlike the thick, transparent plastic layer on the bottom. I had to turn down a copy of SamSho IV for the Saturn at a great price once because there was a scratch on the top that penetrated the data layer.

No top layer damage (thankfully), but the resurface machine actually worked this time. The game plays great now with no hang ups (so far) and no music skipping and random intervals...so here's hoping for the best for the rest of the game.
Oh and 3D games (Houston,Tx.) was the place I went to, in case anyone else is in the same situation and wants to try that as a last resort.
