NGPC: blinking light?

NGPC: blinking light?
My NGPC finally arrived today. When I power it on, it works though the little red light blinks fast. I'm guessing that just means low battery (I don't have any other batteries to check). Can someone just confirm?

On the upside, it's a complete Japanese edition Pachisuro Aruze Oogoku Ohanabi console bundle. Not that I can imagine playing much Pachi...

usually the system warns you that the battery is low.
