Although it's not nearly as "collectible" Sonic's Ultimate Genesis Collection (Xbox 360/PS3 - available in the US) has all 4 Phantasy Stars in English - though you have to "unlock" part 1.
Yeah Sonic's Ultimate Genesis Collection is awesome, btw all you need to do to unlock the first Phantasy Star game is play the first level on Sonic 2 with two players. So that takes like a minute tops.

You can't win there... Japan PS2 version is ludicrous priced. PAL is 50hz only.

In the states it'd be more cost effective to buy a Gamecube.
