Identify the cleanest source video each console offers (preferably RGB or component). Explore options from there.
If it takes modding, factor that into your budget.

Composite should be avoided where feasible. The format itself means working with pre-damaged video.
Genesis in particular is one of those systems infamous for poor quality composite.

Component cables for the Ps2 and S-Video cables for the N64 would probably be a good start. You can get component for Gamecube if it has the right port in the back, but it'll cost an awful lot of money.
The older consoles might still appear grainy on the monitor due to the upscale, LCDs tend to fare worse. I run a Dreamcast with the VGA adapter which looks beautiful on a VGA CRT due to the Dreamcast supporting a 640x480 resolution. A N64 with a SVideo to VGA box also works, just not as sharp due to the limit of the older console.

The better cable connection will certainly help so still worth a try. In the case of Component, be sure to set the game to 480p or the Component Cable is wasted. The Gamecube has a one time setting, but the PS2 has different button hold combos during load depending on the game. Not all PS2 games support 480p, but enough are there that look better when enabled.
It's not a waste if you don't go for 480p. Even in 480i, component has better color separation than s-video and is a better video signal all around.

If you don't mind, could you take pics of each system as you try it.
I was also looking into a box like this and think others may be interested in how this works all around and see the imperfection and perfections for each.

A lot of people don't know there are SDTVs with component.
I suppose they didn't last long at retail. Nearest mass market option we had to SCART.
