Why don't devs of 'retro' indie games just make homebrew?

Anything that is gaming related that doesn't fit well anywhere else

It was released on Genesis/ Mega Drive, but I think the first print came with a Sega CD disc that would run CD quality music when used in conjunction with the cartridge.

I think the cd you just pop in along with the cart to enable redbook audio. It works fine with or without the disc, but the disc doesn't do anything without the cart.

At least that's how I understand it.

Too bad it's not redbook, it's in Sega CD native format or something. It won't play with anything other than the Pier Solar game, I think this was done to prevent soundtrack piracy. You'll get nothing if you put it in your CD player.

If I remember right they had a downloadable ISO you could burn to get the soundtrack on your Sega CD. And it's not like a propriatary format for a well documented game console would prevent soundtrack piracy. I believe the reason it's not redbook is space concerns and getting a seamless music experience.
