I'm not much into the horror genre but I really loved Eternal Darkness since it's pretty different from the norm and very creative.

If you want "the best" go for Silent Hill 1 and 2 (if you haven't already).

Siren: Blood Curse (Or New Translation) is the best IMHO. It's absolutely terrifying and it haves a great gameplay system too.

No game has gotten me as creeped out as the original Silent Hill. I've tried almost all the others and they aren't as good IMO. I set up a perfect HD emulation of it last Halloween and it was still as good as I remembered it. Fatal Frame was kind of a let down - too few scares too far between. I was liking the atmosphere of Rule of Rose, but it didn't get good fast enough. I've heard too many good things about Alan Wake to ignore it any longer so I'm gonna give it a try this halloween - It won over Amnesia Dark Descent due to the 3rd person perspective and spoilers I read about the latter.
