It doesn't though, if they happen to be synced up and you have both on your screen you can see they go at the same speed.
That page also links to another comparison tool, albeit one that might be harder to readily see the difference in outside of motion blur.
Everyone can see the difference between 60fps and 30fps. It´s the difference between flawless silky smooth and kind of choppy. Still, 30fps is acceptable for the pre Dreamcast era.
There is a 60fps Ridge Racer Turbo which came with RR4. That runs very smooth.

Ridge Racer 7 is one of only a handful of retail current gen games to run at a native 1080p (and 60fps as well). Just something with the series I guess.
Use a first-person camera option (like C-up in Banjo-Kazooie and L+R triggers in Rayman 2 Dreamcast), move the camera as fast as you can in a circle, and you will notice, such as in the two games I mentioned, that the background moves choppily in Banjo-Kazooie (jittering forward) and in Rayman 2 it just seems to simply move as you do with no jitteriness at all. This is because of the obvious difference between 60fps and 30fps; it makes a gigantic difference in how the games feel IMO.

giantbomb is pretty great with their wiki stuff. it's mostly user generated too, so if you want to add games to that list you can do so pretty easily.
