Alright, this is very odd now. I actually got a copy of RE3 for the dreamcast to compare with my gamecube game. I've asked may people about what GC version can do and they told me that it CAN render at 480p compressed and they actually feel the background for GC version is actually better too. About the only thing that prevents GC version from being perfect is the quality of the cut scenes (dreamcast had cutscenes that looked overblown), the two extra costumes, and vmu support. In the end, both dreamcast and gamecube and their pros and cons, so you really can't go wrong with either version.
Your statements are very confusing!

Why ask others when you have both versions. Find out for yourself and report on your findings please. Backgrounds are better... than what, Dreamcast version?

I thought this was put to rest. GCN version has better quality cutscenes as they are displayed at 60fps while the DC version's run at half the framerate (like on PS1), so this statement of yours is backwards.
In the end, both dreamcast and gamecube and their pros and cons, so you really can't go wrong with either version
This was already stated. Each one has something over the other so unless the GCN version of RE3 does support 480p, the DC version has better pros compared to its console rivals version of RE3.

Sorry, I didn't mean to confuse you. Ok, so I did my comparisons, so I'm going to list the pros and cons for each version.

RE3 for Dreamcast

+extra costumes unlocked
+mercenaries unlocked
+640x480
-15 fps cutscenes when compared with RE2 on DC
-the quality of cutscenes is not that great when compared to RE2 on DC
-flickering in character models just like playstation and pc

RE3 for Gamecube
+30 fps cutscenes
+flickering in character models have been fixed and they look better on the GC
-640x480 Compressed some detail is lost in the background
-fmv quality is bad IMO
-no extras

to be honest, I don't think the quality of the cut scenes of RE3 are that great on either of the consoles. Maybe DC has a slightly better quality, but GC version has fmv running at 30 fps. There are ups and downs for either version, so I guess it all comes down to what you really want. I personally don't like having the polygon flickering on the character models, so I would choose Gamecube version. If you care about content and vmu support, then dreamcast wins.

I also want to point something out regarding the background. Both versions do support 640x480. GC version can be forced at 480p with no problems with the component cable.
DC version has a "slightly" better looking background when compared to GC version. When you compare RE3 with RE2, you can't help but feel a little disappointed at how Capcom ported RE3 to other consoles.

I finally got my hands on a copy of Code Veronica for the gamecube. I can finally say that I prefer the PS2 version over GC.

Comparison:

1. GC is dark and even changing the settings under options don't seem to help much.
2. CG cutscenes are exactly the same, BUT the contrast isn't really sharp enough on the GC.
3. Overall, the game looks sharper on the PS2 from in game graphics to CGs. I can honestly see Claire's face a lot better on the PS2
4. PS2 has this blur effect, while GC doesn't. This is just a matter of preference and I definitely don't mind it on the PS2.
5. Two discs for gamecube.....but that's not really a big deal.
6. GC version is overpriced
7. GC does have better sound quality surprisingly.

Conclusion: When compared to other RE games on the GC/Wii, I think this is just an average port. For collection purposes, well, I think I can live without, but that's really up to you to decide.

Packaging difference:

I do like how the GC top label blends in with the artwork, but I still prefer the colorful PS2 cover. The manual is fully colored for the GC as opposed to the B&W, but that isn't saying much as they don't really enhance anything visually because is filled mostly with texts and boring screenshots of the actual game. Not much artwork like the other GC games.

For the original resident Evil, I really enjoyed the NDS RE: Deadly Silence port of the game. The reason, I really liked it was because it was on a mobile platform and included the Classic version and the rebirth as well.

RE 2
As for RE2, I love the N64 Version, because that was the version of the game I had. In terms of graphics and CG, I think the GC version is the because not only because of the superior hardware, but also because I find the GC controller very comfortable.
