No, not all of those games fit into the OP's preferences. No, not all of VGPC's listings are completely accurate. Yeah, I probably missed some titles, and a lot of these have better ports elsewhere. But I'll never discourage anyone who wants to get into Saturn.
Yeah some of those would have to be disc only if you want to pay $25 or less. Tempest 2000 being a prime example.

*edit* I'm not trying to argue your point, just sayin', Saturn games definitely are not cheap these days, even the cheap ones. haha

If you're getting into Sega, why not consider a Genesis? Prices are on the low side, and there's a TON of exclusives and cool hidden gems.
I don't actually know. The Genesis just doesn't really appeal to me like sega's later two consoles. I'll get one eventually, just not soon.

There is much truth in this. Plus, as he also mentioned, it plays Playstation games too. Both of them have some rare game prices getting tempered by HD rereleases, digital releases, and reprints.

Two of the most expansive console catalogs period, with PS2 stuff at closeout prices in many places. Hard to beat it for bang for the buck.

Well, I think the Super Nintendo is definitely in the race for greatest system of all time, so go with that.

Great games for cheap on the SNES like:
Super Mario World
Super Mario All-Stars
Zombies Ate my Neighbors
Super Street Fighter 2 (Whatever edition you feel like)
F-Zero

The PS2 is the cheapest though, so if you're on a tight budget might wanna go with that just because with 100 dollars you can get a PS2 and about 20-25 games. Trust me, that's a lot of games. Good ones too like:
Sly Cooper
Shadow of the Colossus
Sega Genesis Collection (Which has 32 Genesis games on it)
God of War

So, if you want a system with some awesome classics that will be remembered forever, but may get a little pricey, go with the SNES. With a 100$ budget you can buy the system and around 10 games. Tons of games for the SNES are instant classics and just a ton of fun.

However, if you want a cheaper and more versatile system with the largest game library in history, if I am correct, that go with the PS2. May not have as many classics, but still has a lot of great games just below the quality of SNES stuff.

You already have a Wii, right? Why not download a bunch of SNES games via the virtual console?

Because a lot of them cost as much/more than the original carts, for one. Because Nintendo Points are stupid, for two.

Edit: Here we go. Not exactly up-to-date but should give you an idea. I don't like how they totaled the prices at the end; the outliers from the inflated titles give the false impression that retro collecting is far more expensive than the Virtual Console rather than mildly so. (Turbografx notwithstanding)

You lose them all if your wii dies, and I doubt the emulation is precise.

Hmm, honestly not sure why you're not interested in the Genesis. You say you like Sega, and you're interested in the SNES. And that you're on a limited budget. The Genesis is like the SNES only much cheaper to collect for. It seems to fit the criteria perfectly.

Ok, but you're on racketboy. So I assume you want to collect, because otherwise you'd just be on an emulator. From that standpoint, the Saturn seems like the logical choice. If you have a sega saturn hooked up to a tv, it pretty much makes you an automatic collector. Or Drew Carey.
