I'd go with Burning Doom's suggestion. You might also be able to purchase prepaid PayPal cards, but without a doubt there will be restrictions and fees.

Are you buying or also receiving payments thru sales? If buying only, you only need to login a Credit Card. If also selling, another option is make a separate bank Savings Account, throw a hundred in it and use it strictly for PayPal. This is another good suggestion. I do have several paypal accounts (wife, personal, business) linked to different accounts. I think you should look at my earlier suggestion of using Amazon Payments. It seems like they're trying to be a competitor to PayPal.

Great thread. I too abandoned Paypal after an incident last year where I had over $100 trapped in my Paypal account. I couldn't access it unless I had a CC # or bank account tied to my Paypal account (another policy change from early 2011). I ended up putting a nearly expired CC on the account just to get the cash out and closed it down. It was always something with Paypal. Mostly policy changes that would pin my money when I would want to make a purchase.
Now I try to work out trades or go through a friend if I absolutely must use Paypal. I miss out on a lot of deals, though. I was talking to different people at work for weeks to find someone reliable enough to swap cash for a Paypal transaction before I gave Rancor the go ahead to find Hyper Duel for me.
Add: I've also gone back to the oldskool way of doing things. I pound the pavement and look for things locally. Sometimes I can get mom n' pop game stores to track things down for me.

I've heard Worldpay is OK (not totally vouching for them since my use is limited). I've used their service a couple of times without problems (why I mostly trust them now - I researched them pretty well when I had to use them). It saves most of the fee you'd have to pay for using say Western Union or Moneygram by doing the money transfer the same way Paypal does without being Paypal, and works in some European countries that Paypal doesn't. I've never had a problem the 2 times I had to use them as an alternate online payment method.

Welp, my personal solution has been to reopen my PayPal account attached to a pre-paid credit card (gift card, actually). That will limit my liability, I think.
