It's high, but not extreme. That price is just a little over what he paid for it, even assuming it's just a normal 360 and he's listed everything correctly. So yes it's a rip off, obviously, but not insane.
From Best Buy (US):
Xbox 360 (standard) = 300
2 HD (120GB) = 360
3 rechargeable battery = 30 (this price is for 2 because one comes with the charging station)
dual charging station = 30 (comes with 1 battery)
2 controllers = 50 (I'm assuming he means 2 including the one that comes with the system)
2 headsets = 20 (I'm assuming he means 2 including the one that comes with the system)
Nyco Intercooler = 26
Xbox Live 12 months = 50
360 wireless adapter = 100
NHL 08 = 50, MLB 08 = 50, Madden 07 = 10
Need for Speed Most Wanted = 20, Need for Speed Pro Street = 40
COD4 = 60, Gears of War = 40, Madden 09 deposit = 10
This list totals 1246USD. So if he bought things at worse prices, or he listed things wrong, it could add up to 1400.
If we include tax that he paid, 1400 will probably just be a tiny amount over what he paid for this stuff new and he's trying to get his money back plus a little (maybe for the convenience of having everything in one package). Of course, this is used (however little), and not very collectable or rare and so no one should pay this price (obviously).
And he says the price is negotiable, so he'd probably take less. Somebody who doesn't know the real prices might think this is a great starter system...and it's great for someone who doesn't want to give Microsoft any money by buying slightly used.

good point, but i think that he is asking 1,400 when i think he should really ask 1,000 or best offer then, the stuff is used,
If you buy a brand new car for $9,000, and want to re-sell it later that day you have to lower your price, not raise it, its pretty silly to me what this guy did.
i bet you can get this stuff under $1,000 used at gamestop.

For sure, this guy is ripping someone off.
